GSP+ is a tariff preference.
It is not a permit.

The European Union sets it. Your broker tests the line on the day of entry. The United Kingdom left this scheme. We do not print a rate.

Some EU buyers ask Zarkaar to “ship under GSP+” as if it were a document we staple to the bill of lading. It is not. GSP+ is the European Union’s unilateral tariff preference for countries that qualify. It can lower the duty your broker declares. It does not clear plant health, it does not replace a phytosanitary certificate, and it does not make France, Germany, Spain, or Italy a Zarkaar desk.

We do not print a duty percent. Preferences are suspended, narrowed, and renewed. The only rate that matters is the one your broker reads for your tariff line on the entry day. Our job is the Pakistan cargo and the Pakistan pack. Your job is the entry.

Who applies the preference

The importer, through a broker, claims the preference at entry if the rules of origin are met and the proof the EU asks for is in the file. The Karachi Chamber certificate of origin shows Pakistan origin. It is not automatically the origin statement a preference claim needs. Tell us, before the proforma, if your broker needs a specific origin wording. We will match what we can honestly sign. We will not sign a statement the mill or the orchard cannot support.

A meeting at SIAL Paris or Anuga does not create an EU lane. Those shows are on the events list so you can book a conversation. The cargo still needs a real buyer and a real port we already serve, or it stays an enquiry.

Crops buyers try to hang on this scheme

The preference never changes the biology or the ban.

Rice

Milled basmati and IRRI remain heading 1006.30 when that is the grain. A preference does not let us rename IRRI as basmati, and it does not move broken grain into a head-rice line. Private label is still 5, 10, or 25 kg and about 25 metric tons in a high cube.

Mango

Fresh mango remains a plant-health cargo. Hot-water treatment at 48°C for 60–90 minutes is still required when the destination asks for it. GSP+ does not waive that, and it does not open a sea route to the United States. The UK desk is a different scheme, described on the DCTS page.

What stays closed

Wheat grain stays closed. A European flour mill’s permit does not reopen it. Oman, Bahrain, Kuwait, and Singapore are not hiding inside an EU worksheet.

What to send us if you want the file to match

Send the TARIC code your broker intends to use, the proof of origin they will claim, and whether the cargo is basmati or IRRI, lint or yarn, fresh mango or something we do not make. We answer with the Pakistan heading we will actually declare.

Destination duty, VAT, and brokerage stay with you. That split is the destination-charges page. CIF does not pay them.

FAQ

Frequently Asked Questions

Can Zarkaar guarantee a zero duty into the EU?
No. We do not print a rate. Your broker confirms the line on the entry day.
Is the chamber certificate enough for GSP+?
It shows Pakistan origin. Your broker must say whether the EU also wants a different origin statement. Ask before the proforma.
Does GSP+ clear plant health?
No. Phytosanitary rules still apply, and your agent lodges the destination entry.
Does a Paris meeting mean you ship to France?
No. France is not a desk. A meeting can discuss rice or a future enquiry. It does not open a lane by itself.
